2 broadcast and distribution rights
права на вещание и распространение
МОК принадлежат все права на вещание и распространение, касающиеся Олимпийских игр. МОК может предоставить какой-либо вещательной организации эксклюзивное право на передачу по телевидению Олимпийских игр на своей территории. В оговариваемые суммы входит стоимость технических средств, инфраструктуры и других услуг, которые должны быть предоставлены ОКОИ за его собственный счет, если иное не будет конкретно оговорено с МОК. Те же положения действуют и в отношении прав на радиовещание. ОКОИ не должен заключать никакие контракты, которые бы были прямо или опосредованно связаны с продажей прав на вещание (включая контракты, связанные с измерением времени, предоставлением данных, официальным Олимпийским фильмом и т. д.). МПК принадлежат все права на вещание и распространение, касающиеся Паралимпийских игр. Предпринимая организацию Паралимпийских игр, МПК передает все связанные с Паралимпийскими играми телерадиовещательные права ОКОИ за вознаграждение, определенное в соглашении между МПК и МОК.

broadcast and distribution rights
IOC owns all broadcast and distribution rights with regards to the Olympic Games. The IOC may grant a broadcasting organization the exclusive right to broadcast by television the Olympic Games in its territory. The sums negotiated include the technical facilities, infrastructure and other services that will be provided by the OCOG at its sole expense, unless otherwise specifically agreed by the IOC. Similar provisions are also valid for radio broadcasting rights. The OCOG must not enter into any contracts directly or indirectly linked with the sale of broadcasting rights (including contracts related to time-keeping, data, the official Olympic film, etc.).IPC owns all rights relating to the broadcasting and distribution of the Paralympic Games. In undertaking the hosting of the Paralympic Games, the IPC transfers all Paralympic Games-related television/broadcast rights, to the OCOG in exchange for a fee as set forth in the IPC/IOC Agreement.

Organization that has not been granted the exclusive television and/or radio rights by the IOC to broadcast the Games in a particular territory. These organizations can be accredited at the Games, at the discretion of the IOC, under the category of "ENR". As a non-rights holding broadcast organization, the organization and every individual appointed by the organization will have restricted access only at the Games, as defined by the IOC’s "News Access Rules".

Games facility specifically designed and implemented for Games TV program and interview broadcasts. All broadcast telecommunications equipment both for contribution and distribution is concentrated at this point. The international broadcast center is also designed to accommodate the rights holders and to place at their disposal, according to their needs, broadcasting equipment, constructed space and basic services enabling them to prepare and transmit their radio and television coverage of the Games.

While the term ""broadcasting"" encompasses both radio and television, PBS only covers TV; public radio in the United States is served by National Public Radio, as well as content providers American Public Media, and Public Radio International."PBS was founded on November 3, 1969,[1\] at which time it took over many of the functions of its predecessor, National Educational Television (NET) (which merged with station WNDT Newark, New Jersey to form WNET). It commenced broadcasting on Monday, October 5, 1970. In 1973, it merged with Educational Television Stations.PBS is a non-profit, private corporation which is owned collectively by its member stations.[2\] However, its operations are largely funded by the Corporation for Public Broadcasting. Its headquarters are in Arlington, Virginia.Unlike the commercial television broadcast model of American networks such as ABC, CBS, FOX, NBC, The CW and MyNetworkTV, in which affiliates give up portions of their local advertising airtime in exchange for network programming, PBS member stations pay substantial fees for the shows acquired and distributed by the national organization."This relationship means that PBS member stations have greater latitude in local scheduling than their commercial counterparts. "Unlike its radio counterpart, National Public Radio, PBS has no central program production arm or news department. Olympic broadcasting services (OBS)
Swiss company created by the IOC, specifically to fulfill the host broadcaster/OBO function for the Games. Specifically, these services are responsible for the following:
• Produce and distribute the international television and radio coverage of the Games, as mandated by the IOC.
• International Broadcast Center, which is the headquarters for the radio and television operation during the Games.
• Coordinate and provide broadcast facilities and services at both the venues and the IBC for the rights holders for such items as broadcast equipment and telecommunications.
• Represent the needs of the rights holders within the OCOG in regards to services.
• As required, act as producer of features and maintain an Olympic archival service for the rights holders.

news access rules
When exclusive television rights to broadcast the Games are granted by the IOC to an organization for a particular territory, no other organization may broadcast sound or images of any Games events, including sporting action, opening, closing and victory ceremonies, or other activities (including training and interviews) which occur at the Games venues in that territory, beyond that which is allowable under the IOC’s news access rules.
